Are they going to use legalized marijuana revenue to fund reparations?

My friends were talking about this a while back and then I never found out where they heard it or if it's true. They said that the government is planning to legalize marijuana to stop the illegal drug trade and use the takes on it to pay for the reparations they still owe. Sounds too good to be true but I can't find anything about it.
